A Brief Introduction to The Department Responsibilities of Shenzhen Foreign Economic Trade and Investment Development Promotion Association
Ⅰ. General Assembly
Ⅱ.Second Level Non - Independent Legal Person Branch
1. International Affairs Committee
The International Affairs Committee is mainly composed of well-known experts and scholars from China and foreign countries. With the purpose of developing the investment strategies among member enterprises, round table conference will be held annually to study development trend of global economy, international trade and transnational investment as well as discussing the hot and dynamic of international investment promotion.
2.Consultative Committee
A. Promote the research of the development plan and industry development strategy, and make recommendations based on the common problems in the development of enterprises to the relevant departments.
B. Integrate the professional resources for establishing the research and advisory system of our association, which includes external strategic planning, project management, marketing, risk, laws and investment advisory.
C. Responsible for drafting and revising the charter of association as well as the rules of the council, president meeting, special committee and branch organization;
D. Undertake the relevant items from government and related agencies.
E. Formulate standards of risk management and sustainable development, which will be promoted between the member enterprises and various industries.
F. Promote the construction of social responsibility among member enterprises, as well as the improvement of enterprises soft power and overseas brand.
3. The Council
A. Responsible for the implementation of the member congress resolution.
B. Make preparations for the member congress.
C. Introduce the work and financial status in the member congress.
D. Lead all the departments to carry out the work.
E. Develop an internal management system.
F. Decide other important issues.
4.The chairman
A. Take charge of the council as well as the executive council.
B. Follow up with the implementation of the resolution of member congress and council.
C. Lead all the branches and organizations to carry out the work.
5. Secretary-General
A. Lead the office to carry out daily work and make annual work plans as well as the implementation.
B. Coordinate all branches and organizations to carry out work.
C. Submit the nomination of the Under-Secretary-General and the major principals of all the organizations to the council.
D. Decide on the employment of full-time staff of all organizations.
E. Handle other daily affairs.
Ⅲ. Secretariat
The Secretariat mainly takes charge of the daily work of our Association under the leadership of the Council and the President, which has several departments including member work, financial management, international liaison and publicity planning.
1. Office
A. Take charge of daily executive work of secretariat and coordinate other departments work.
B. Responsible for preparing, coordinating and organizing activities.
C. Responsible for internal management, formulating as well as implementing the management systems and regulations.
D. Responsible for personnel management.
E. Responsible for drafting, reviewing, sending and receiving important documents.
F. Conserve the seals and files.
G. Take charge of construction, coordination and management of the official website.
2. Member Work Department
A. Responsilbe for developing, managing and training members including individuals, organizations and enterprises.
B. Understand the business requirements of members and reflect members advice.
C.Responsible for organizing and coordinating all member enterprises to hold internal meetings and activities.
D. Responsible for the reward and punishment of members, the collection of membership fees, membership card as well as other certificates production and distribution.
3. Financial Management Department
A. Responsible for establishing and improving the internal accounting management system, and accept the supervision and inspection from financial, audit and tax supervision and inspection departments in accordance with the law.
B. Responsible for reviewing original documents and handling accounting business.
C. Responsible for the collection, collation and custody of financial records.
D. Responsible for employees social insurance and housing fund establishment and payment.
E. Responsible for tax planning, calculation and payment.
F. Responsible for drawing up all the monthly, quarterly and annually financial statements.
G. Responsible for inventory, depreciation and registration of fixed assets.
Ⅳ. International Liaison Department
A. Responsible for contacting with related international organizations both the domestic and abroad economic trade and investment associations, mapping out multi-bilateral economic and trade plans for cooperation as well as implementing annual plan.
B. Manage the foreign affairs, draw up foreign affairs activities, and make preparation for leaders to attend foreign programmes.
C. Responsible for the arrangement of foreign business investigations.
D. Invite and receive the vital foreign economic and trade groups as well as individuals.
E. Organize member enterprises visiting activities.
F. Promote the overseas representative office construction, draw up the annual plan for the overseas representative office and enhance the connection between departments and the overseas representative office.
Ⅴ. Publicity Planning Division
A. Responsible for the application, content updation, popularity attraction, operation and maintenance of the online shop, and organize media activities.
B. Responsible for the publication of the association journals and brochures.
C. Responsible for organizaing, coordinating and implementing offline activities.
D.Work in with other departments to make advertisement, market, product and service plan.
E. Strengthen the cultural construction, supervision and administration, responsible for buliding up, palnning, propagating, implementing and maintaining the external images.
Ⅵ.Convention and Exhibition Department
A. Responsible for studying, developing and planning the convention as well as exhibition at home and broad.
B. Responsible for organizing member enterprises to make foreign exchangeas and cooperations, leading member enterprises to participate in both domestic and foreign trade conventions and exhibitions.
C.Follow up all the convention and exhibition programmes, publish related reports and informations of conventions and exhibitions, promote cooperation among member enterprises.
Ⅶ. Financial Services Department
A. Develop the market business positioning and organize implementation accordingly in line with the national financial policy and the strategic development planning of our Association.
B. Set up the financial business information channel network system, link up our Association with all the government administrative and supervision departments, collect, analyze, and figure out all the informations of financial enterprises, research the development situation and know all the dynamic changes of macroeconomic development and regulatory policies.
C. Provide suggestions and consulating services of national financial policies to member enterprises.
D. Overall planning for member enterprises financing, coordinate the relationship between member enterprises and financial institutions, joint member enterprises for bank credit, financing guarantee, policy discount loans and government subsidy application declaration, as well as the risk control.
Ⅷ. Industrial Planning Department
A. Put the national “Going Global”strategy into practice, promote Chinese enterprises to make foreign investment and industrial development.
B. Positively analyze the external environments and internal resources, intergrate the traditional advantageous industries, potential industries and the industries of future with each other, develop the indusrial project, build up and manage the project library.
C. Serve for industrial general plan, industrial development orientation, industrial spatial distribution as well as industrial policy formulation and implementation.
D. Serve for industrial park development strategic planning, industry selection, layout of the industrial functional area, intdustrial supporting construction, industrial developing mode, the strategy of investment promotion and policy design.
Ⅸ. Business Information Department
A. Responsible for collecting and collating the economic and trade informations.
B. Accept commissions for research activities related to economic and trade policy, investment environment, industries and market, compile research reports and other related analysis and evaluation reports.
Ⅹ. Bidding Department
A. Responsible for drwing up and improving the management methods and work flow of bidding.
B. Responsible for organizing and carring out the project bidding prequalification and approval works, including bidding documents and the bottom line of project bidding, provding comprehensive evaluation of the tenderer and composing the tender analysis report as well as the technical disclosure works.
C. Organize the investigation and evaluation activities for contractors and suppliers, set up and maintain the database for contractors and suppliers.
D. Participate in contract negotiations and signings.
Ⅺ. Charity Department
A. Prepare money for disaster and charity relief, poverty alleviation and public assistance, through organizing various fund raising activities.
B. Responsible for carring out practical activities to make it easier to draw up public welfare activities, organize and coordinate all staff to participate in public welfare activities.
C. Responsible for making conclusions of information collection and process improvement after public welfare activities.
D. Make cooperation and exchange projects with provincial, municipal and foreign countries public welfare organizations and promote the charity development.
Ⅻ. Legal Affairs Department
A. Involve in decesion making of operation and management and provide service for legal feasibility, legitimacy and risk analyze accordingly.
B. Involve in all the negotations of economic activities, reponsible for reviewing and supervising the implementation of important contracts, propose measures to reduce or avoid legal risks.
C. Assist all member enterprises and their branchs to establish and improve the rules and regulations, ensure our Association in a favourable position in legal disputes and maintain Association’s economic interests and business reputation.
D. Responsible for handling all the litigation or non-litigation legal affairs for member enterprises, including economic and labour dispute arbitration.
F. Assist all the member enterprises to get familiar with the laws and policies of target market both at home and abroad for avoiding the risks of foreign economic and trade investment programmes.
XⅢ. Economic and Trade Research Institute
The establishment of Shenzhen Belt and Road Initiative Strategy Research Center aims at providing decision-making basis that matches the “Belt and Road” strategy for Shenzhen municipal government and consulting services for enterprises carry out foreign trade and investment through continuously prospective study on economic and trade policies, market access systems as well as investment and trade rules of the countries along the Belt and Road.
